Cost of Scanning Microfilm Has Decreased in Recent Years
The cost of scanning microfilm has decreased in recent years, and it’s not solely based on the new economy we are living in. Back in the 1990s the price to convert roll film was much more expensive than it is today. Wrap your head around that. In most markets- due to inflation- the cost of services increases, but not in this case.
First, roll film scanners are now much faster than their previous versions. So right off the bat you can see that that if the machine is faster, the amount of time a project lasts decreases, and thus labor costs decrease, as does the project queue (more projects can be scheduled and completed).
Second, government bids that require scanning microfilm are awarded to the lowest bidder. In the micrographics industry this has caused many companies to reassess their pricing structure regarding scanning microfilm.
Third, the growth of roll film scanning companies has increased, or large corporations who had bought scanners for one internal large project decided to keep them and expand their business. There may be thousands of companies that offer microfilm scanning services in 2011. Since roll film is a finite resource (granted some counties or entities still produce microfilm for archive purposes), and since there are so many microfilm scanning companies, competition has forced a price drop for scanning microfilm.

So those three factors were in place BEFORE the mortgage bubble burst, and BEFORE the recession, and BEFORE the bailouts, and BEFORE the stock market took a hit, and BEFORE the unemployment rate has skyrocketed.
